He was predeceased by : his parents, Frank Overstreet and Mildred Overstreet (Blankenship); his wife Martha Overstreet; his son Carl Carter; and the parents of child, Frank and Mildred Overstreet (Blankenship).

He is survived by : his daughter Teresa Thompson of Newport, AR; his grandchildren, Anthony Carter (Bethany) of Mountain View, Joe, Austin Carter of Newport, AR, Shanna Carter of Bay and Damon Smart; and his great grandchild Isaac Smart.

Visitation was held on Tuesday, May 14th 2024 from 6:00 PM to 8:00 PM and on Wednesday, May 15th 2024 from 12:00 PM to 2:00 PM. A graveside service was held on Wednesday, May 15th 2024 at 2:00 PM at the Tyronza Cemetery.
