He was predeceased by: his parents, Edward Penney and Ethel Penney (Collins) of Indian Islands; his brothers, Donald (Betty) and Fred (Ivy); and his grandson Douglas Watts.
He is survived by: his daughter Debbie Watts (Roy Follett); his granddaughter Catherine Watts (Nick Noel); his sister Jessie Collins (Sturdee Collins); his wife Bernice; his great grandchildren, Avery and Lauren; Bernice.
As expressions of sympathy, in lieu of flowers, donations in Cyril's memory may be made to St. Martin's Anglican Cathedral.
