He was predeceased by: his parents, Annie (Stoodley) and Gilbert; and his stepmother Edna (Carter). He is survived by: his family Frank; his wife Joyce (Brownlee); his children, Nancy (Paul Wadden), Barry (Debbie Goulding), Barbara (Wayne Legge) and Beverly (Mark Bradbury); his grandchildren, Andrew Tibbo (Vanessa), Adam Tibbo (Allison), Emily Wadden, Ashley Melnick and Katherine Melnick; his great grandchildren, Olivia, Trey and Blake Tibbo; and his brothers, Ewart (Marion Best), Roy and Terry (Beverley Clarke).
In 2013, Frank was awarded the Queen Elizabeth II Diamond Jubilee and in 2015 he was awarded the Order of Newfoundland and Labrador for his contributions to the community and his accomplishments as a community leader.
