He was predeceased by: his parents, Douglas Oakley and Myra Oakley; his stepfather George Hopkinson; his brother Howard "Howie" Oakley (Donna); and his parents-in-law, Harold "Buddy" Parker and Geraldine Parker (Howe).

He is survived by: his wife Rosalind Parker-Oakley; his daughters, Taryn and Desiree (Delvane); his grandchildren, Taisen, Harlem and Amira; his siblings, David (Sharon), Michael (Evelyn), Sandra, Sharon (Terry) and Susan (Harry); his siblings-in-law, Mark (Susan), Shawn (Sandra), Tanya and Rebecca; his godchildren, Rodney Fraser, Lisa Hatch and Nicole Marcotte; his nieces, Monique Oakley and Jade Parker; and his great-nieces and great-nephews, Jaiah Paris and Jayla Verney. He is also survived by several nieces and nephews.

In lieu of flowers, donations can be in memoriam to New Horizons Baptist Church.
