He was predeceased by: his parents, John Ferguson "Fergie" Baxter and Ella Mae Shiers; his daughter Ann Margaret; and his siblings, Murray Baxter, Ralph Baxter, Gordon Baxter, Helen Hayter and Gladys Merrill.
He is survived by: his wife Helen Edith Baxter; his children, David Baxter, John Baxter (Georgette) and Elizabeth "Libby" Kinghorne (Randy); his sister-in-law Margaret Brown; his niece Aileen Sharma (Arun); and his brother Bernard Baxter (Shirley).
