He was predeceased by: his parents, John Carroll and Mary Carroll (Totten); his wife Joan Marguerite Carroll (Perkins); his son Joseph Clement; his sisters, Marion and Ruth; his daughter-in-law Shirley Carroll; and his great grandchild Sophie Carroll.

He is survived by: his sisters, Helen Taylor, Liz Exner (Jim) and Martha Carroll; his children, Ronald (Mary Alice), Barry, Donna, John Richard (Amor), Janice, Daniel (Ashley), Kenneth, Colin and Tina (Rob); his daughter-in-law Elaine Carroll; his grandchildren, Sara Zalieckas of Joseph, S. C, Carroll, Melissa Elliott, Chad Merlin, Jonathan M. Roberts, Nicholas Carroll, Brittany Carroll, David Hibbs, Hillary Carroll, Joseph Carroll, Tanner Carroll, Janelle Comeau, Mason Comeau and Danika Carroll; and his great grandchildren, Jonathan J. Roberts, William Elliott, Cole Elliott, Karley-Rae Carroll, Lenna Merlin, Morgan Carroll, Tyler Zalieckas and Parker Carroll.

Visitation will be held on Friday, May 2nd 2025 from 4:00 PM to 6:00 PM at the Atlantic Funeral Home Oakridge Chapel (1110 Old Sackville Rd, Middle Sackville, NS B4E3A6). A funeral Mass will be held on Monday, May 5th 2025 from 10:30 AM to 11:30 AM at the St. John Vianney Church (4 Beaver Bank Rd, Lower Sackville, NS B4E1G3). A reception will be held on Monday, May 5th 2025 at 11:30 AM at the same location.

Donations in Frank's memory may be made to the IWK Health Centre or the Royal Canadian Legion.
