He was predeceased by: his parents, Dorothy Blair (Bough) and Eddy Blair; his siblings, Donnie Blair and Gloria (Jerry Sicard Sr.); his nephew Wayne Sicard; and his in-laws, Marjorie and Ken Perry.

He is survived by: his wife Robin Blair (Perry); his sons, Kenneth, Stephen and Matthew Blair; his granddaughters, Lily and Rose Blair; his sisters, Tina Blair (Mike Harper) and Roxanne Major (Fred); and his nephew Jerry Sicard. He is also survived by other numerous nieces and nephews.

Family and friends will be received at the Barclay Funeral Home, 137 Pearl Street East, Brockville, on Saturday June 29, 2024, from 2:00 to 5:00 p.m. In memory of Troy, donations to the Brockville and District Hospital Foundation – Palliative Care or the Alzheimer's Society of Lanark Leeds and Grenville would be gratefully acknowledged by the family.
