He was predeceased by: his parents, Ernest Carter and Millicent Carter; his daughter Annette Hewey; and his siblings, Ernest Carter Jr., Anthony Carter, Allan Carter and Lynda Carter.
He is survived by: his wife Effie Carter (Brown) of Ridgetown; his children, Kim Carter and Bryan Stiefel (Melissa); his grandchildren, Chanel Feletto (Dan), Shae Gemmell (Raychel), Nolan Stiefel, Marcus Stiefel and Jennilee Carter; his great grandchild Austin Gemmell; his siblings, Cathy McKinney (Dennis) of Comox, B. C., Robert Carter (Emma) of London Ont and Bruce Carter of Kincardine; and his parents-in-law, Madeline Altman of Wingham, Diane Carter of Walkerton, Sharmane Carter of Formosa, Don Stockly and Abbigail Whey.
Due to the Covid19 pandemic and as per the Bereavement Authority of Ontario (BAO) numbers for the visitation are restricted.
The family is requesting donations to be sent to Chatham-Kent Hospice, 34 Wellington Street East, Chatham, ON N7M 3N7, in lieu of flowers in honour of William.
