He was predeceased by: his parents, Joseph Phelan and Alma Phelan; and his siblings, Ruth Burrows, Anita Caskenette, Matthew and Hub Phelan.

He is survived by: his wife Betty; his children, Jackie Phelan, David Burnett, Patrick, Tracy Phelan, Liane, Brent Adams, Kerrie and Peter Graham; his grandchildren, Joseph, Kala, Kristy, Jason, Ali and Johnny Waldron; his great grandchildren, Grayson and Carter Phelan; and his brother Bud Phelan. He is also survived by many nieces and nephews.
