He was predeceased by: his parents, James Burk and Sybil Mobley Phipps; his brother Jim Phipps; and his parents-in-law, Libby Kelly and Roy Kelly.
He is survived by: his wife Jane Kelly Phipps of Plantersville; his son David Phipps of Birmingham, AL; and also, Trey Kelly, Holly Grace Elizabeth Kelly and Chrestman Kelly. He is also survived by extended family and friends.
Bill exhibited a strong faith in God that provided a foundation for his selfless kindness to all people.
