He was predeceased by: his parents, Thomas Francis Carter, Sr. and Geraldine Mayo Carter; and his brother Thomas Francis Carter, Jr.. He is survived by: his wife Anna Monette Allen; his children, Christi Leigh Carter Houston of Farmersville, TX, James Mayo Carter, Jr. of Saltillo, MS and Jonathan Allen Carter of Huntsville; his grandchildren, Alexis Presley, Blake Houston, Cooper Carter, Lane Carter, Ragon Carter and Collins Carter; and his nephew Thomas Francis Carter III.

In lieu of flowers, memorials may be Trinity United Methodist Church.
