He is survived by: his son Tim Scott; and his grandchildren, Meagan Collins and Morgan Scott. He is also survived by five brothers and two sisters.

“Joe was a friend and co-worker. I have known Joe since we met on a project in 1996. Joe was always positive and up beat. Very professional and knowledgeable. I worked with Joe a few more times over the years, in Idaho, Texas, and Florida. I considered Joe one of my best friends. I called Joe a few weeks ago. When I didn’t get a call back I became concerned. Called again. I am deeply sorry to learn of his passing.”
