He was predeceased by: his brothers, Ricky Blackmon and Roger Whisenant; and his parents, Wilburn Higgins and Hazel England Higgins. He is survived by: his wife Roberta Farmer Higgins; his sons, Rodney Higgins and William Higgins; his siblings, Raymond Higgins (Dorothy), Gene Blackmon Ray (Vickie), Charlie Blackmon (Deb), Renee Sterling (Daryl), Julene Griffin, Cathy Blackmon, Ann Arrington, Rodney Sullivan and Patsy Kendrick (Jack); and his sister-in-law Joyce Blackmon. He is also survived by nieces and nephews.
