He was predeceased by: his parents, Otis Spencer and Annie Pearl Boykin; his son Eddie Outlaw, Jr.; his granddaughter Desire Davis; and his siblings, Rufus Keys, Sr., Irving Spencer and Helen Tennione.

He is survived by: his children, Ramone Outlaw, Michael Outlaw (Danielle), Marvin Outlaw, Jonathan Outlaw, Yolanda Davis (Douglas, Sr.), Darlene Outlaw (Shawn), Earlene Outlaw, Francine Outlaw and Irene Outlaw; and his siblings, Carl Outlaw, Johnny Outlaw (Rebecca), Willie MacDonald, Johnnie Spencer (Diane), Daniel Spencer, Troy Spencer, Tony Spencer (Kim), Geraldine Williams (Jack), Debra Williams (Duron) and Alyse Spencer. He is also survived by twenty-two grandchildren and two great-grandchildren.
