He is survived by: his children, Emily Harmon (Chris) of Roanoke and Billy Higgins of Baker, FL; his grandchildren, JB Higgins, Magen Higgins, Shelby Higgins, Layla Higgins, Trevor Harmon and Tori Harmon; his siblings, Debra Gilmore of Wedowee, Karen Higgins of Woodland, Janet Hughes of Wedowee, Tina Whaley of Anniston, Eddie Todd of Wedowee, Tim Whaley of Sylacauga and Truman Higgins of Woodland; and his son Herbert Higgins, Sr.. He is also survived by five great grandchildren.
