He was predeceased by: his parents, Nodie Carter and Fannie Jones Carter; his former wife Judith Ann Carter; and his siblings, Effie, Lois, Oran, Ava, Clayton, Dale, Doyle and Noble.
He is survived by: his wife Billie Ingle Carter; his sons, Roger Odell Carter (Pam) of Star City and Paul Clifton Carter (Wendy) of Star City; and his grandchildren, Whitney Nicole Carter of Chester, VA, Holly Michelle Carter of Boaz, KY, David James Vasquez of Star City, Austin Clifton Carter of Star City and Conner Dale Carter of Star City. He is also survived by numerous nieces and nephews.
Visitation was held on Wednesday, July 30th 2025 from 5:00 PM to 7:00 PM at the Stephenson-Dearman Funeral Home (943 US-425, Monticello, AR 71657). A funeral service was held on Thursday, July 31st 2025 at 10:00 AM at the Hickory Grove Cemetery.
