He was predeceased by: his parents, Billie Boy Rackley Sr. and Vera Lois Rackley; and his sister Peggy Sue Smith. He is survived by: his wife Sally Rackley; and his children, Debra Foree, Vicki Neuman Rackley, Cindy Medina, Carol Darrow and Kirk Lawrence. He is also survived by grandchildren.
