He was predeceased by: his parents, Richard Franklin Starr Sr. and Phyllis Luella Hamsher Starr. He is survived by: his wife Loraine; and his children, Eric Starr (Marcy), Brent Starr (Marcia) and LeAnn Carroll (Lafe). He is also survived by 16 grandchildren, and 5 great granddaughters.
