He was predeceased by: his parents, Herbert Foley, Sr. and Marguerite Foley. He is survived by: his close friend Kathee Power of Chevy Chase, MD; and his siblings, Harryette Phillips of Silver Spring, MD and Charles Foley (Beverly) of Germantown, MD. He is also survived by two nieces; two nephews; three great nieces and; two great nephews; and a host of other relatives and friends.
