Payne; her sons, Jessie James Williams and Christopher T. Williams; her granddaughter Rebecca Ann Carter; and her siblings, Jim Meeks, Alex Meeks and Audis Kinard.

She is survived by : her children, Julie Carter (Alan), Cindy Smith-Seago (Earl), Paula Hall (Tim) and Russell P. Wiggins, Jr. (Debra). She is also survived by 13 grandchildren and numerous great grandchildren; as well as a host of nieces and nephews.
