He is survived by: his parents, Frederick Payne and Rita Payne (Briere); and his children, Wendy Hodge of Norwich, CT, Tammy Ballou (Richard) of Woodstock, CT, Debbie Rouillard (Jeffrey) of Moosup, CT and Frederick Payne of Pomfret Center, CT.. He is also survived by 10 grandchildren and 8 great grandchildren.
