He was loved and cherished by many people including: his parents, James Phelan and Mary Phelan (Mooney); his wife Eileen (Windels); his children, Jimmy (Lanie), Jack, Joey and Kaitlyn; his grandson James (Jim); and his brothers, Paul (Josephine), Michael (Lisa), Richard (Sue) and Tommy (Carrie).

In lieu of flowers contributions may be made to Cardinal Spellman High School in Memory of James F. Phelan.
