He was predeceased by: his wife Alyce Reed of Parkersburg; and his son Lance. He is survived by: his children, Patrick Foley (Karen) and Lee Ann Schaffer (Chris); his siblings, Barney Foley, Patricia James and Mary "Tip" Gomillion; and his grandchildren, Drew Hicks, Lauren Foley and Sean Foley.
In lieu of flowers, Hal would like any donations to go to Wayside United Methodist Church in Vienna.
