He is survived by: his wife Debra Rhodes Neumann; his sons, Cortland Rice Lowe III (Lauren) of Austin, Jonathan Rhodes Lowe of Austin and William Tyson Neumann; his granddaughter Georgia Brynn Lowe; his siblings, Theodore Henry Neumann (Jan) of Milan, Kathryn Neumann Spinniken (Don) of Lake Leelenau, Dr. Mary Neumann McDonald (Michael) of Cordova Tennessee and Dr. Martha Neumann Taylor (Stephen) of Cordova Tennessee; and his sister-in-law Kaye Rhodes Glover of Jacksonville. He is also survived by nieces, nephews, and great nieces and nephews.
