He was predeceased by : his parents, Kenneth "Kenny" Carter and Darceil White Sapp; and his brother Randy Carter. He is survived by : his son Randall Carter of Blackshear; and his brothers, Steve Carter (Nancy) of Scuffletown, Wallace Carter of Blackshear, Roger Carter of Waycross and Joseph Adkison of Dallas, TX. He is also survived by several nieces, nephews, and other relatives.
