He was predeceased by: his parents, James Junior O'Neal and Gladys Bryant O'Neal; and his brothers, David Prescott, Daniel O'Neal, Johnny O'Neal and Billy O'Neal.
He is survived by: his wife Rhonda Kay O'Neal of Douglas, GA; his children, Carla Melissa O'Neal of Douglas, GA, James Carlton O'Neal, Jr. of Douglas, GA and Andrew Warren O'Neal of Douglas, GA; and his sister Jo Ann O'Neal.
