He was predeceased by: his wife Bonnie Kiel Carter. He is survived by: his children, Kiel Watson Carter of Flowery Branch, Kathy Carter, Walter Carter, Jr. and Lance Carter; and his brother Donald Carter. He is also survived by four grandchildren; two great-grandchildren.
