He was loved and cherished by many people including: his parents, Edward Franklin and Clara Pearl Upshaw Oxley; his former wife Jean Collins Oxley; his son Randall Oxley; his wife Ann Haskins Oxley; his children, Linda Oxley Couey (Randy) of Woodstock, Georgia and Greg Oxley (Rhonda) of Gray; his stepdaughters, Melanie Lowe of Jones County and Michele Josey of Jones County; his grandsons, Scott Couey, Michael Couey (Ashley), Marc Couey (Leslie) and Cody Oxley; and his stepgrandchildren, Elizabeth Greene, Ashley Lowe, Will Josey and James Gheesling (Libby). He was also cherished by 13 great grandchildren.
