He was predeceased by: his parents, William Rowell and Lillian Rowell; and his son Jason Rowell. He is survived by: his wife Martha Rowell; his children, Lisa Voyles (Allen), Jennifer Roberts (Nathan), Susan Binion (David), Joey Rowell (Tina), Billy Joe Rowell (Melissa) and P. L. Miller (Arlene); and his siblings, Shelby Hardin, Elizabeth Mason, Donald Earlis Rowell, Charles Williams and Johnny Williams. He is also survived by several grandchildren and great-grandchildren.
