He was predeceased by: his parents, David Ralph Milligan and Nealy Viola Massey Milligan. He is survived by: his children, Christy (Gary Motes), Tammy Milligan (Elizabeth Williams) and Lee; his daughter-in-law Jennifer Milligan of Cornelia; his siblings, John Milligan, Paul Milligan, Ralph Milligan, Ronald Milligan, Clayton Milligan, Ruth Milligan and Lucy Milligan; and his nephews, Paul Milligan, Jacob Milligan and Michael Milligan. He is also survived by eleven grandchildren and ten great-grandchildren.
