He was predeceased by: his parents, Voss E. Carter and Verna Cecil Layne Carter. He is survived by: his wife Carolyn Genevieve Russell Carter; his child Anita Metzger (Kevin); his grandchildren, Robert Garey (Vanessa), Shannon Coy (Jeff) and Matthew Carter; his sister Jo Carter Steenbergen; and his sister-in-law Evelyn Russell Carter. He is also survived by many nieces, nephews, great-nieces, and great-nephews.
