She was predeceased by: her parents, Charles Franklin Higgs and Elvie Alline Deloach Higgs; and her husband Lowell Malvin Bailey. She is survived by: her sons, Michael "Bill" Bailey (Emily) of Hampton, Ronald Bailey of Biloxi, MS and Kerry Bailey (Karen) of Edgewater, MD. She is also survived by several grandchildren, great-grandchildren, and great-great-grandchildren.
