She was predeceased by: her parents, Harold Carter and Annie Carter (Wilcox); her husband Johnie Fulmer; and her brother-in-law Lynnford Fulmer. She is survived by: her son Mark Fulmer (Teresa) of Cedar Rapids; her grandchildren, Matthew Fulmer (Michelle) of Cedar Rapids, April Bent (Robert) of Newton and Jason Chambers of Cedar Rapids; her siblings, Dale Carter (Maureen) of Bangor and Joyce Thurston of Presque Isle, Maine; and her sister-in-law Alice Fulmer of Batavia, Illinois.. She is also survived by seven great-grandchildren.
