He was predeceased by: his brother Peter Phelan; and his mother Betty Phelan. He is survived by: his wife Kathleen; his children, Meghan (Michael), Matthew (Barbara), McClain and Melanie; his father Paul Phelan Sr.; and his siblings, Mary Beth, Michael Jr and Paul Jr..
