She was predeceased by: her parents, Scott Williams and Elizabeth Williams (Collerain). She is survived by: her husband Marlin Oeltjen; and her children, Thomas Bellinger (Margaret), Valerie Hanson (Bill) and Shauna Meier (Jonathan). She is also survived by ten grandchildren; three great-grandchildren; two step-sons; and two step grandchildren; three sisters; and a brother.
In lieu of flowers, the family requests memorials in Joan's memory be given to Lutheran Church of the Resurrection or the Madge Phillips Center – Waypoint in Cedar Rapids.
