She was predeceased by : her parents, John Stecker and Nellie Meyer Stecker; her husband William C. Carter; and her siblings, Dean Stecker, Lester Stecker and Rhea Brombaugh.

She is survived by : her children, Marsha Appleman (Steve) of Keosauqua, IA, Michael Carter (Trena) of Columbus, IN, Merrill Carter (Susan) of Greenville, S. C. and Mark Carter (Shelley) of Stockport, IA; her grandchildren, Angie Wilfawn (Jason), Cameron Appleman, Katie Turean (Chris), Kali Veness (Brett), Grant Carter (BJ), Hannah Fox (Kevin) and Hudson Carter; her great grandchildren, Quentin, Kortlen, Keegan, Claire Wilfawn, Zeb, Melati Appleman, Sydney, Chloe, Nolan Turean, Leighton and London Veness; her granddaughter Kathy DeAngelis (Rob); her great grandchildren, Robert Jr. and Colter DeAngelis; her siblings, Irma Elliott and Gilbert Stecker (Merial); and her brothers-in-law, Robert Carter and Richard Carter.

Memorial contributions in Neva's honor may be directed to the Harrisburg/Hillsboro Baptist Church, Vale Cemetery, or to the Van Buren Education Foundation.
