Bay; her stepchildren, Bradley Dean Bay and Lora Lee Bay; her husband Harvey Elden Carter; her children, Randy Wayne Carter, Penny June Carter (Shelton) and Gregory Scott Carter; and her siblings, Alfred Cleo Kandler, John Max Kandler, Jacob Freeman Kandler, Melvina Lilly Kandler (LeBaron) and Tavie May Kandler. She was also cherished by her children; 10 grandchildren; and nine great-grandchildren.
