He was predeceased by: his parents, Charles and Delma Carter Sr. (Carlson); and his brothers, Kenneth, Robert and James Carter.

He is survived by: his wife Carol; and his children, Barbara (Craig Doan), Bruce (Amy Carter), Diana (Lonny Gregg) and Daniel (Dana Carter). He is also survived by 15 grandchildren and 9 great grandchildren.
