He was loved and cherished by many people including: his parents, Charles W. Payne and Mary Payne (Rush); his children, Pam Strom (Mike) of Troy, Daniel Payne (Debra) of Troy, Debi Johnson (Tony), Kathi Coulter (Jeff) of Coeur and Alene; and his siblings, Chuck Payne and Dorothy Dyer. He was also cherished by 7 grandchildren, 19 great grandchildren and 2 great great grandchildren.
The family suggests memorials be made to the Troy Ambulance EMS or to the Troy Boosters.
