He was predeceased by: his siblings, William Phelps and Janet Phelps. He is survived by: his spouse Joyce Ann Richardson; his children, Kevin Williams (Shani Phipps), Stephanie Sawka (Dan), Emily Watts (Kenny) and Eric Williams (Amanda Lovingvoss); his grandchildren, Katrina, Stephon, Andi, Kenny, Bailey, Miriam, Elizabeth, Mackenzie, Makayla and Brittany; his great grandchildren, Dylan and Scarlett; and his siblings, Dianna Wilson, Kathy Gumbel (Bob) and Rick Phelps (Leann).

Memorial donations may be made in Larry's name to The Salvation Army.
