He was predeceased by: his parents, James E. Phelan and Fern Phelan (Blossom); and his brother-in-law Howard Goins. He is survived by: his wife Cathy Phelan of Dixon; his son Patrick Phelan (Tricia) of Dixon; his grandson Sean Phelan; and his sisters, Judy Goins of Geneva, IL and Nancy Phelan of East Peoria. He is also survived by friends and his firefighter brothers.
