He was predeceased by: his parents, Fred Decker and Bertha Mae Decker (Adkins); and his former wife Madonna Vogel. He is survived by: his wife Gretchen Ketler Rawls; his stepchildren, Stephanie Rawls Austin (Roy) of Monticello, IL and Elbert S. "Bert" Rawls IV (Carrie) of Waddell, AZ; his stepgrandchildren, Paige E. Vogelzang, Nicholas A. Vogelzang, Sophia Rose Austin of Monticello, IL, Hayley J. Rawls and Kaiah N. Rawls of Waddell, AZ.; and his niece Gail Casey (Michael) of Charleston, IL..
