He was predeceased by: his parents, Herbert Carter and Charlotte Carter (Yaden); and his brother Charles Carter. He is survived by: his wife Betty Lou Koonce.
In Lieu of flowers, plants, and other gifts, the family suggests memorials be made to the Green Hill Cemetery.
