He was predeceased by: his parents, Betty Simmons and William "Earl" E. Simmons Sr.; his brother Terry Simmons; and his niece Tera Simmons. He is survived by: his wife Phyllis Morton Simmons; his daughter Stephanie Simmons Willis; his son-in-law Scott Willis; his grandson Remington Willis; his sister Deborah Simmons; his sisters-in-law, Donna Husk-Gander and Sheila Morton; and his sibling's children, Danny Ray Simmons, Timothy Morton and Sigourney Neeley.
In Lieu of flowers, donations can be made to the Evansville Rescue Mission in honor of Bill where he spent many happy days playing with the other children in his youth.
