He was predeceased by: his parents, Hubert Payne and Jessie B. Payne; his brother Hubert "Rocky" Payne; his sister-in-law Laura Hanshew; and his grandson Baby Boy Neumayr.

He is survived by: his wife Donna Payne (Waggoner); his brother Claude Lee Payne (Jill); his children, Jeffrey Craig Payne Jr., Jaime Payne and Shelley Payne (Chris Neumayr); his grandchildren, Jordan Hudson (Zackery Anderson), Trinity, Sydney, Kaylie, Allie Neumayr and James Victor Hudson III; his great grandchild Rizzo Anderson; and his siblings-in-law, Daniel Waggoner (Angela), Barry Waggoner, Sandra Strohl and Christine Cawvey (Bob). He is also survived by many nieces and nephews.

Memorial contributions can be made to the Payne family or charity of choice.
