She was predeceased by : her parents, John O. Carter and Jeanette Carter (Ferree); her former life partner Marvin Lloyd Armstrong; her husband Jesse H. Phillips; her daughter Sheri Armstrong-Conder; and her sisters, Velda Mae Scott and Violet M. Shanklin.

She is survived by : her daughter Sallie Armstrong of Indianapolis. She is also survived by seven grandchildren; and 13 great grandchildren.
