He was predeceased by: his parent Walter Neill. He is survived by: his parent Frances Neill (Brittel); his daughter Kathleen Neill Armacost; his wife Barbara; his son Joseph A. Neill (Laura) of Pendleton; and his grandchildren, Sarah Allison Armacost and Joel Andrew Moore. He is also survived by several nieces and nephews.
