He was predeceased by: his parents, Harold Elkins and Betty Elkins (Goldsmith); his siblings, Tommy Gibbs, Artie Elkins (Mary) and Rickey Elkins (Melanie); his stepmother Gert Elkins; his brothers, Georgie Elkins and Lee Gibbs (Rita); and his son Kelly Gene Elkins Jr..
He is survived by: his wife Sandra K White; his children, Amber Bowser (Casey), Jeremy Elkins (Rebecca) and Megan Carter (Jeremy); his grandchildren, Gary Bowser, Angel Bowser, Domenique Carter, Jazminne Carter and Wyatt Elkins; and also Paula Smith (Richard).
A celebration of life will be held on Saturday, July 12th 2025 from 2:00 PM to 4:00 PM at the Clay Center.
