He was predeceased by: his parents, Herman Penner and Mary Penner (Stelting); and his siblings, Elsie Penner and Clyde Penner. He is survived by: his wife Joan Livengood; his children, John M. Penner and Cheri L. Hall; and his sisters, Mary Broker, Ruby Penner, Betty McOmber, Ruth Fanning and Martha Kay Hodges. He is also survived by 8 Grandchildren and 2 Great Grandchildren.
