He was predeceased by: his parents, Robert Starr and Levarah Starr. He is survived by: his wife Yolanda; his daughter Teresa Rainey St (Shaun); his stepchildren, Gyasi Talbot Glendale and Jemilah Talbot; his siblings, Robert Starr (Lenetta) and Deborah; his grandchildren, Franklin Williams Jr., Finley Williams and Shani Rainey; and his aunt Brenda Green San Antonio. He is also survived by nieces, nephews, cousins, other family members and friends.
